1) Bring up the image you want to add borders to (or frame).
2) Click on "Image / Add Borders"
3) Have 'Symmetric' checked if you want it even all the way around.
4) Put in the number of the amount of the border you want and OK it.
5) Now click your magic wand in the border. Make sure the tolerance
of the magic wand is appropriate.
6) Now you can flood fill with your color or pattern of choice.
7) If you add an inner bevel, you will get a 3-D frame look.
