After you click on the magic wand icon, click on the toggle tool options window and the magic wands controls open up.  See image below to see what to click.

Now say you want to flood fill a template with a color or background pattern.  First, make sure the tolerance is right.
In the above image,  at the control that opened, you will see the tolerance.
Every graphic varies, but for most templates, I set it to 25.
I set the feather to zero for template filling.
Sample merged is unchecked, and the match mode is RGB value.

Now bring your cursor to the inside of the template and make sure you click right inside it.
You will now see what looks like marching ants in the template.
If there is more than one area of the template to be filled, then hold down the shift key on your keyboard and click in the rest.
Most of the time, even with the perfect tolerance level, I have to modify the selection.
You do that by first clicking in the template with the right tolerance level,
and again, no feathering.
Then click on "Selections / Modify / Expand".
Start with an expansion of 1 to see how that goes.
This will get the marching ants closer to the template.
Then once it looks right, flood fill your template.

To know how to choose backgrounds or colors to flood fill with, refer to this page...
https://summer452.tripod.com/psphowto/id7.html

Scroll down a bit there to find the pics of the style boxes and see the explanation of how to use them.  That page will also tell you how to choose your own background patterns from your files to use in your template.  The difference is, at that page it doesn't say how to flood fill, but it does say how to set the background color and patterns.

Once you choose them, then click on the flood fill icon, then the toggle tool options window.
The blend mode is normal.
The match mode is none.
Sample merged is checked.
The opacity is personal preference.
100 means the background fill will be full strength and not faded at all.

So now click in the template (after you used the magic wand in it) and it will now be filled.
